To encourage innovation and improvement in the arts and sciences, rather than rewarding patent and copyright accumulation and "trolling", patents and copyrights should expire seven (7) years after their first date of issue. Moreover, patents and copyrights should not be renewable, neither should any item be eligible for patent or copyright if it uses, wholly or substantially, any item that had already been, or is already under, patent or copyright.
