Amendement to Vienna Convention in order to prevent Russian military interventions to foreign countries.

Before invasion to Georgia and Ukraine, Russian Consulates issued Russian passports to volunteers and then entered military troops "to protect Russian citizens". Therefore Vienna Convention on Consular Relations should be amended by change of Article 5, para D. New text must exclude the possibility of passport issuance by Consulates in foreign countries and remain the consular function of issuance travel documents to home country. We propose the new text of para D: "issuing travel documents to nationals of the sending State, and visas or appropriate documents to persons wishing to travel to the sending State".
In order to push Russian troops from Ukraine we propose:
- visa cancellation, visa/mastercard accounts freezing and air closure for Russian planes
