I would like to propose that legislation be drafted to create a constitutional amendment which would allow for a national vote of no-confidence in a seated congress resulting in the collective dismissal of that congress. Further, new elections would be held before the dismissal and dismissed members may not seek elections for 2 terms.
I believe this will bring balance to the antiquated current method of congressional districting and provide the American people with more complete control over Congress as a collective entity rather than just allowing for control at the district level.
