Amendment to the 14th Amendment

Amend the 14th Amendment to provide clear context by outlining those individuals who are within the borders of CONUS and without valid visas and immigration status will be denied any healthcare, Medicaid, subsistence, or any public funding assistance except in extreme medical emergencies. And any information will be channeled to ICE for further processing to deport those involved without due process afforded citizens of USA as they are not here legally.
Also, any persons coming to USA with the purpose of delivering within the boundaries of CONUS a child to obtain US Citizenship will be afforded the medical care without citizenship UNLESS they are here with a valid visa.
"Anchor Babies" cause a drain on social services throughout America and should be stopped at all costs.
