Propose a law in which retired people, who have financial conditions:
1.Buy a home, making her pay in full, without the use of mortgage.
2.Buy a car, making his payment in full, without the use of loan.
3.Pay all its obligations as duties, fees and taxes.
4. Do not need to use their working system of the USA.
5.Have all conditions to stay in USA without the use of the government's point of view: social, financial, legal and moral.
Then that person meets all the conditions for becoming a permanent resident in the USA and later choose to become a US citizen (for the latter case it would have to comply with regulations of US citizenship).
