Amendment that provides a midterm "No confidence vote" for congress. If majority say no, they can't run again!

Congress is dysfunctional partly as a result of their own job security. Since the members nearly always get reelected due to the alignment of their congressional districts the only punitive way to make them work together for common sense legislation and compromise is to allow the voters that elect them to cast a vote to determine whether they can run for reelection. It can be a simple yes or no on the midterm November ballot: Do you approve of the performance of the entire congress? If a majority say NO they should not be eligible to run for their seat. This is the only true way that our voices can be heard. The polls clearly show that we have NO CONFIDENCE in our government and we have no other way of ending the gridlock.
