Amendment to remove government from "entitlement" reforms and only allow such to be passed by direct popular vote.

The government has played an important role in creating many social programs such as medicare and social security that are extremely popular with the people of this country. Overwhelming public support of these social institutions is under systemic attack from political figures who no longer represent the will of the people, even though these institutions are funded by the payroll taxes of the very people these programs help.
This amendment would be to make any bill on "entitlements(i.e. social security, medicare , medicaid, welfare , foodstamps, and any other programs such as education or unemployment, but not limited to these programs) be voted by the people in a direct popular vote. Bill can be passed in senate ,but will only be ratified when popular vote has confirmed the bill.
