Amendment to restrict federal and state governments ability to levy taxes exceeding 50% of any citizen's income per year

We the people of the United States of America propose a constitutional amendment to restrict the federal and state governments ability to levy taxes exceeding 50% of the total annual income of any citizen per calendar year in perpetuity. We believe that all citizens have a constitutional right to life, liberty, and the pursuit of happiness, that also includes the ability to earn a livelihood for themselves and their families. This would provide a minimum check and balance against the ability of the congress to levy taxes against its people in war and in peace while ensuring the livelihood of its citizens.
