The creation of a budget is a fundamental function of the Legislative and Executive branches of government. The failure to create a budget should only occur in circumstances so arduous that Representatives, Senators, and the President should be willing to put their jobs on the line to facilitate those needs.
Amendment XXVIII of the Constitution: in the event that Congress and the President fail to collectively sign into law an annual budget by October 1st, all members of Congress, the President, and the Vice President shall be rendered ineligible to hold any elected or appointed position after their current term is ended.
You may believe that one side or the other might be at fault for a government shutdown, but the American People blame you both.
