American foreign policy doctrine - tendency toward helping, loving each other / your neighbor, ameliorationism

An orientation toward helping each other is a nice/good thing, an American value. When we are called upon to consider situations, we should bear this in mind. As an actual policy rule it would be a promise of goodwill and good guide. The technical statement of such a doctrine could be worked on, and wouldn't that be interesting?, with sensitivity to values and interventionism (more in the sense of invitation or team playing).
