To prevent Congress from developing and passing laws that do not apply equally to all citizens of the United States, the following Amendment to the Constitution of the United States should be proposed and aggressively pursued that reads:
"Congress shall make no law that applies to the citizens of the United States that does not apply equally to the Congress, Legislative and Executive Branches of government and Congress shall make no law that applies to the Congress, Legislative and Executive Branches of Government that does not apply equally to the citizens of the United States".
