To ammend USC Code to allow Disabled Veterans who are 30% or more the ability to use Military Exchanges and Commissaries

Every year for at least five years legistrative measures have been provided to ammend U. S. Code only to be send to a sub-committee for consideration and to be left in a "black hole" in Congress instead of putting it for vote to become a law. Disabled Veterans earn the right to use these facilities. Also, it would help the military by providing funds from the profits to go to the MWR (Morale, Welfare, and Recreation). Those funds would be used to build up the gyms and other facilities that uses those funds.
