Owing to the vast numbers of firearms in the hands of citizens in the United States, controlling ownership of weapons is an insurmountable goal. Instead, a 1000% tax (or more) on ammunition is a practical way to limit the ability of citizens to abuse firearms.
It's debatable what the founding fathers meant when they wrote the second amendment, Does a citizen have the right to own guns? Maybe so. However, nowhere in the constitution does it say a citizen has the right to hoard ammunition. This petition addresses the question of gun control without the costly and tiresome debate about weather a citizen has the right to own guns. A federal tax on ammunition can limit the potential of criminals and let gun owners feel as though they are within their rights to self protection and hunting.
