We have a massive problem when it comes to animal ownership. Most people who surrender there pet only got it two weeks before, and decided it was too tough, or it was the wrong animal (whatever the reason). Well just like we have a system where sex offenders are registered, we should have a system that does for people who surrender there pet, and/or have been convicted of animal abuse at all. So that way when they try to get another animal, they will either be denied or have to fill out a ton of paperwork with evidence showing this time they will keep there pet.
