The purpose of this Act and this petition would include;
1. To lift the Statute of Limitations on animal offenses that result in death.
2. To have a federal registry of persons who committed an offense that results in a death of an animal (pet)
3. Finally to have a 10% lien on a house with the money going to animal shelters and rescues.
