1. Demand pet Owners to fix their pets and have them registered with an Up to date document
2. Owner with not registered and not fix pets with proper documentation will be fine
3. STOP breeders
4. DENY breeder license
5. Fine Dog Chaining
6. Fine Owner that uses their pets as an alarm system at work and backyard
7. Fine owners that keeps their dogs outdoors 24/7
8. Fine dog owners that crates them 24/7
9. Jail time for abusers
10. Jail time for dog fighters
11. Make NO kill shelters only
12. Fine Vet clinics that support breeders
13. Make all States a NO KILL State
14. Punish cruel kids with boot camping
