Announce the Obama Prize Challenge to spur innovation to make wireless spectrum 100x more efficient

Addressing the FCC, "Father of the cellphone" Martin Cooper discussed why smartphone data plans are very expensive. He said that wireless carriers use spectrum inefficiently because they have no incentive to improve technology and make better use of it.

Cooper proposed the President announce the "Obama Prize", which would award 15mhz of spectrum to whomever can prove they have developed technology that uses spectrum 100x more efficiently than current standards.

Cooper, who placed the world's first cellphone call, knows this is possible within a couple years. It could reduce the cost of sending wireless data by 100s of times, making Internet access much more affordable. We urge President Obama to announce this prize, and help return America to the forefront of technological innovation
