Amendment XXVIII:
The Congress shall pass a federal budget prior to the start of each fiscal year. The budget shall be balanced by setting the coming year’s expenditures at a level no higher than the previous year’s revenue. The Congress shall perform a review of the budget on a quarterly basis and inform the People of changes made to maintain the federal budget. At the close of the fiscal year, the expenditures enacted by Congress shall not have exceeded the revenue received. The beginning and end of the Federal Fiscal Year shall remain as it is currently known, beginning on October 1 and ending on September 30.
