Answer the petitions from the several States that met that threshold asking for assurances that your administration would honour the rights of States to secede peacefully from the Union. Promise that if a State was to choose to secede that the federal government of the United States would allow them to do so peacefully, would withdraw all standing armies from said State(s) and would work in good faith to establish a positive working relationship with the new government that would eventually be established within said State(s).
