Any proposed reform to the current immigration system cannot be fair and just if it grants amnesty to the illegal immigrants currently in the US before clearing the backlog of applicants waiting for a permanent residence for years and before tightening up security at the borders.
These legal applicants have abided by the law of the United States of America and have patiently waited rather than breaking through the borders and deserve a permanent residence before any illegal immigrants are granted any amnesty.
A higher percentage of these legal applicants are skilled and educated than the illegal immigrants in US and can contribute more to the economy.
Legal applicants who are skilled should be given priority as this will also reduce the need to increase the H1 visa annual cap.
