If the federal government is to enact Laws upon the American people. They should also have to abide and follow such rules. There can be no exemptions to congress/house or executive branch family members, or senators or representatives. if you make a law you should have to follow it. Not excuse yourself from it while enforcing the change upon the population which elected these members into office. Fair is fair.
