As a prerequisite for any member of congress to seek re-election there must be a current and enacted balanced budget.
The Congressional Budget and Impoundment Control Act specifies that the President’s budget should be presented to Congress annually on or before the first Monday in February. Whereas it shall be in the best interest of the citizens of the United States of America that a budget be balanced and not incur a deficit spending element therein. Therefore it shall be mandated that a balanced budget be presented within time frame as set forth within the Constitution then passed and enacted on as a prerequisite for any presiding member of congress to be eligible for re-election for any future term.
