Any member of a Congress who could not pass a budget on time shall be ineligible for reelection

It's quite simple.

Congress has one job mandated by the constitution- to pass a budget. If they cannot do this I suggest we fire them.

In the very least they should be ineligible for reelection. I am additionally for taking away any federally funded retirement benefits.

There should be no loopholes- and no extensions- a budget should be passed by the start of the FY.

Obviously congress would never pass this- which is why the vote must go to the states.
