If one branch of the legislature, the Senate or the House of Representatives, works to pass what they feel should be a law, then the other branch, House of Representatives or Senate should bring that bill to their floor for an up or down vote. Many bills that could be laws are prevented because the majority in one chamber won't bring the bills to the floor. Passed bills should have the opportunity to become laws. If they get voted down or vetoed, so be it. But to have a bill passed in one chamber and then not allowed to continue through its democratic process; well that's just not America.
