Any state that takes up arms against the federal government shall be forced forevermore to fly the banner of its treason above its statehouse.
This flag shall be regarded universally as a badge of shame for anyone who is born in that state or who lives in that state. The flag shall also be regarded as a permanent memorial and prize of war for brave federal soldiers who lost their lives defending their homeland.
The flag of insurrection shall be seen as a scarlet letter of treason that, once acquired, can never be removed and shall fly over the Capitol of the offending state forever after, rain or shine.
