Anyone elected by a group of people should only be able to earn twice the average income of that group. No matter how far up the ladder someone is the max income should be no more than that. Someone elected by a city should only make twice the average of the citizens of that city. All the way up to nationally elected officials should only be able to make twice the average of U.S. citizens, that's roughly $45K so anyone in the national government should only make a maximum of about $90K. If someone in the government wants a raise they have to increase the income of the average citizen and they will be paid accordingly.
