Any individual receiving federal extended unemployment insurance must complete a certain number of hours of community service or work for a non-profit as a condition of receiving extended unemployment benefits.
This would not only help communities and non-profits with labor needed to finish projects without spending dollars they do not have, but help the individual on unemployment as well. This person could learn new skills, brush up on old skills, and maybe even network. This experience could also be put on a resume, instead of having gap between employments, which many companies frown on.
The government would need to set up a placement service, linking people with non-profits or community service organization. At the same time keeping the person's physical and mental abilities in mind.
