Anyone in the United States must be permitted to videotape, film, photograph, audio record or otherwise record any and all law enforcement personnel whenever or wherever the law enforcement personnel do not have a reasonable expectation of privacy.
Anyone who records law enforcement personnel must be permitted to distribute the recording(s) wherever and in whatever manner he or she choses.
This law must be applied everywhere within the United States regardless of any state or local laws that may inhibit citizens' rights to record law enforcement personnel.
