After writing a long, three paragraph, rambling explanation, I realized no explanation is needed. Everyone knows about all the problems we have with abuse, neglect and abandonment of animals. Everyone knows that animal shelters are overflowing and animals are put down every day. Everyone has seen a stray dog or cat hungry and homeless.
There is a humane solution. First, require all breeders to be licensed and meet basic training and care requirements. No unlicensed breeding allowed. Second, all dogs and cats sold must be spayed or neutered. This will put an end to hoards of unwanted animals. Third, all dogs and cats sold as pets must be at least twelve weeks old. They can be fixed at ten weeks.
