As a vice president giving the Commencement Address at Penn 2013, it's very inappropriate of Mr. Biden to insult any other country in public. Such behavior clearly failed to convey the sprit of University of Pennsylvania: " literae sine moribus vanae (letters without morals [are] useless) and has made a great harm to the relationship between Chinese people and American people. Meanwhile, one,especially as a leader of a country, should never emphasizing prosperity of his own country by criticizing other countries. Thus, we request the Obama government officially apologize to all the countries received unfair treatment in the speech of the Vice President Biden.
