Based on the origins and purposes of the second amendment to the Constitution of the United States guaranteeing the right of citizens to oppose tyrannical government through the use of arms , it should be mandatory for all agents of The United States Government, as well as state and local agencies, to comply with all local, state and federal regulations concerning the type, characteristics, and accessories of firearms that apply to the general public of each jurisdiction. This restriction will not apply to operations by uniformed personnel of the Department of Defense within the limits of Posse Comitatus, or when operating outside of the boundaries of the United States or it's Territories.
