Any future government shut-down shall be accompanied by the immediate resignations of both floor leaders in both houses of Congress as well as the minority and majority whips . Said shutdown is in-and-of-itself proof of incompetence and therefore a state of "no confidence" by the American people exists. Congress shall be forced to elect new leadership after the shut-down is ended.
