West Paupa is the home to many indigenous tribes. These tribes share nothing with the people of Indoneisa apart from geography and that the Dutch colonized both of them.
When the Dutch departed the region, Indonesia lay claim to West Paupa.
A 1962 UN ratified agreement gave temproy control to Indoneia with the condition that the people of West Paupa get a choice of self determination. This condition was called the Act of Free Choice.
When the time came for the plebiscite vote the Indonesian government claimed that the indigenous people were too primitive to understand democracy. They instead hand picked a group of some 1000 elders who were coerced into voting to stay in Indonesia.
