West Papua is the home to many indigenous tribes. These tribes share nothing with the people of Indonesia apart from close geography and that the Dutch colonized both of them.
When the Dutch departed the region, Indonesia laid claim to West Papua.
A 1962 UN ratified agreement gave temporary control to Indonesia with the condition that the people of West Papua get a choice of self-determination. This condition was called the Act of Free Choice.
When the time came for the plebiscite vote the Indonesian government claimed that the indigenous people were too primitive to understand democracy. They instead handpicked a group of some 1000 elders who were coerced into voting to stay in Indonesia.
