Apply the Gasoline Tax to Oil-based Fuels Only and Support Highway Infrastructure

1. Change the structure of motor fuel taxes so that they apply only to the oil-based portion of fuels.
2. Eliminate all direct subsidies, tax exemptions and mandates for any specific transportation fuel.
3. Index the fuel tax rate, targeting a specific percentage of GDP to determine the total tax to be collected, rising back to the historical level of 0.35% of GDP within ten years and staying at that level permanently.
4. Use all new funds to to support highway infrastructure.
