1) According to the History Channel's Documentary, "Declassified: Human Experimentation," it has been revealed that the U,S, government has, in the past, done involuntary health experimentation on unknowing U.S. citizens (both military and civilian), and
2) Lawsuits against the same, going to the level of the Supreme Court, have backed the government, saying that the substances (such as bacteria over San Francisco) were not harmful to the citizens involved,
Let it be required by Presidential Order that any such experimentation that is discovered and documented by U.S. citizens, and said by the experimenters to be even "reasonably safe"--be applied in the following month to all workers in the Pentagon Building, plus the House of Representatives, and the Senators.
