Apply increased Fed. tax revenue from min. wage hike to go towards a tax refund to be claimed by small business owners.

I propose that a provision be allotted to the national minimum wage bill that would allow for a small business owner who employs 50 or less minimum wage employees to qualify for a Federal tax refund that would be paid for by the increased Federal tax revenue generated by increasing the minimum wage to 10.10/hr.
