Apply the "Libby Zion Law" to doctors and not just residents.

Doctors are not required to follow any guidelines for how many hours they are allowed to work. The Libby Zion law only applies to residents; stating that they are not allowed to work any more than 16 consecutive hours, and 80 hour work weeks. This should also apply to doctors.
