Firearm policies vary by state and municipality, which makes national enforcment impossible, and creates a confusing situation both for gun owners and law enforcment. Both sides of the gun control debate will agree that a uniform national policy makes sense.

The state with the lowest homicide rates (5, 10 and 20 year averages) is Vermont. Vermont also has had among the lowest rates of violent crime in the US for the past 50 years. Therefore, Vermont's gun policies should be the ones used to develop a comprehensive national program to address gun violence.
