Applying an Ideological face to face War Policy against ISIS & Al-Qaeda in parallel with world effort in fighting them.

To demand that the administration declares an all-out war against these Muslim terrorists, not just a war with deadly weapons that kill terrorists along with peaceful people since this short sighted policy proved to be a total failure as it breads new generations of terrorism.
The first step:
Organizing a debate, as a part of a universal conference, that would be broadcasted worldwide on TV channels and Internet, between the most prominent Islamic scholars in America and Europe, with possible help from other scholars from Arab countries and the ISIS terrorist organization/ al-Qaeda. This debate should be sponsored by the United States and the United Nations. This debate should be entitled "Are ISIS and Qaeda following the basis of the Islamic faith in the war
