As a candidate, President Obama spoke of the need to appoint career diplomats, not political fundraisers, to top posts. Indeed, as president he has done quite the opposite.
Recents ambassadors to the UK, Italy, France, Switzerland, Hungary, the Bahamas, and Luxembourg have all been top fundraisers; the ambassadors to the Bahamas and to Luxembourg both fled their posts after causing "an extended period of dysfunctional leadership and mismanagement" and being "aggressive, bullying, hostile and intimidating," respectively.
The Guardian avers that each political appointee raised an average of $1.79m for Democratic efforts. The Foreign Service Act of 1980, however, states, "contributions to political campaigns should not be a factor in the appointment of an individual as a chief of mission."
