The Senate of the United States has failed in its Constitutional responsibilities. It has neither given advice nor consent to the Executive branch of Government in regards to replacing a Supreme Court Justice who died in office. The President of the United States offered the Senate a replacement option to be vetted and voted upon. They simply refused. It is therefore the President's obligation to appoint Judge Merrick Garland to that vacated position.
