Appoint an Independent Council to investigate the killing of Ibragim Todashev while in FBI Custody.

Ibragim Todashev, being interviewed by the FBI in regards to his relationship with Boston Marathon bomber Tamerlan Tsarnaev, was shot and killed by an FBI agent. Statements regarding this killing released by the FBI have been inconsistent and unclear. The killing has been investigated only by the FBI. This self-investigation in the case of a killing offers far too great an opportunity for the appearance of impropriety, the appearance of a cover-up.

The Department of Justice needs to transparently, independently investigate this killing, so that the FBI can be seen to have acted properly. Vindication must be public and complete.

An Independent council will allow that to happen, and avoid the appearance of a cover-up.
