As outlined in an opinion column in the Washington Post on April 8, (https://www.washingtonpost.com/opinions/obama-can-appoint-merrick-garlan...) President Obama should advise the US Senate that if they don't provide their advice or consent regarding the President's SCOTUS nominee Merrick Garland within a reasonable time, that they have forfeited their right to do so, and proceed the appointment of Mr. Garland. This will set an important precedent, encouraging future Senates to perform their constitutional duties regarding presidential nominees.
