Government reform is needed for those departments who's job it is to see that federal dollars given to states is spent for those earmarks only. Such as the case where millions were given to make homes, "Green." In one year only three homes have been done and not to conforming standards. The money is now gone, but to where, not the project it was intended for and this happens on a regular basis in most states. These "watchful," financial responsible people need to be terminated.
