AG Lynch should appoint a Special Counsel to investigate allegations that Russian operatives have compromising information about Mr. Trump and that there was an exchange of information during the campaign between Trump surrogates and Russia. If either is true, the President-Elect is not fit to serve and would have an incentive to quash any investigation. Therefore, before leaving office, AG Lynch should appoint a Special Counsel to oversee the investigation. In addition, senators should require that the incoming Attorney General nominee commit to retaining the Special Counsel as a condition of his confirmation.
