President Obama should direct the Attorney General to appoint Special Counsel to investigate Russia's involvement in the 2016 election and into Trump's Russian business ties under 28 CFR part 600. The incoming administration will have clear conflicts of interest, which Special Counsel will avoid. Our national security is at stake.
