In the Final Report of the Review Group on Intelligence and Communications Technologies "Recommendation 31" states:
(1)Governments should not use surveillance to steal industry secrets to advantage their domestic industry.
(2) Governments should not use their offensive cyber capabilities to change the amounts held in financial accounts or otherwise manipulate the financial systems.
Thanks to whistleblower Edward Snowden we now know that the NSA has spied on the Brazilian oil company Petrobras. We also know that the NSA contracts out the majority of it's operations to for-profit companies.
I call on you, President Obama, to appoint a special prosecutor to investigate use of NSA resources for private financial gain among NSA officials and it's contractors.
