The White House and Congress must appoint a Special Prosecutor to investigate the facts behind the targeting of conservative groups by the IRS. Because the IRS targeting has possible ties to the White House, Congress and/or the Department of Justice, any investigation of facts related to this issue must be carried out in a manner that maintains independence from political entities and carries the full weight of law enforcement.
