The Apportionment Act of 1911 limited the number of representatives to the House to 435. This has institutionalized the Two Party System and allows no new political voices. A new Apportionment Act would remove the limits to the number of representatives and set the population limit for Congressional Districts to 50,000. The problem with large Districts over 50,000 is that those representatives have the same powers as Senators. These large districts attract money from the wealthy like Senators. Representation of commoners without money for politics no longer exists. The House chamber is too small for so many representatives, so it would be left to leadership. Many more Parties would be created. Representatives would vote by phone or Internet. We'd get our political voices back.
